Protecting the rights and social welfare of Filipinos, promoting social development — these are the main tasks of the Department of Social Welfare and Development (DSWD). Aside from having a central office in Quezon City, the government department has regional or field offices operating all over the country.
One of these field offices is located in Region 11 (XI), which is also known as Davao Region. Previously called Southern Mindanao, Region X is situated in the southeastern part of Mindanao, with Davao City being the largest city and regional center.

DSWD Field Office XI is situated in Davao City, Davao del Sur. In addition, there are Social Welfare and Development (SWAD) offices and a Crisis Intervention Section (CIS) in these locations:
- SWAD Davao City, Mintal;
- SWAD Davao del Sur, Digos City;
- SWAD Davao Oriental, Mati City;
- SWAD Davao de Oro, Nabunturan;
- SWAD Davao del Norte, Tagum City;
- SWAD Davao Occidental, Malita; and

Cities/Municipalities Under DSWD Field Office XI – Davao Region
DSWD Field Office XI covers five provinces that comprise the Davao Region: Davao de Oro, Davao Occidental, Davao Oriental, Davao del Norte, and Davao del Sur.
The province of Davao de Oro is made up of 11 municipalities, with Nabunturan as the provincial capital.
Davao Occidental has five municipalities, with Malita as provincial capital; whereas Davao Oriental consists of 10 municipalities and one city, Mati, which serves as the provincial capital.
Meanwhile, Davao del Norte has eight municipalities and three cities: Panabo, Samal, and Tagum, which is the provincial capital.
Finally, Davao del Sur is made up of nine municipalities and one city, Digos, which serves as the provincial capital. Notably, Davao City is geographically located in Davao del Sur, but it is governed independently from the province.
Key Programs and Services
The DSWD has several programs that are implemented throughout the Philippines, including Region XI. Some of these programs are:
Recovery and Reintegration Program for Trafficked Persons (RRPTP). Designed for victims of human trafficking, this entails a package of services that include emergency shelter, basic social services, health assistance, legal assistance, and other interventions.
Pantawid Pamilyang Pilipino Program (4Ps). Targeting low-income households with children aged 0-18 years, this is a conditional cash transfer that provides them with educational grants, health grants, rice subsidies, and other benefits.
Center and Residential Care Facilities. Victims of domestic violence, neglected and abandoned children, recovering drug addicts — vulnerable sectors such as these are cared for in DSWD centers and DSWD-accredited care facilities. In Region XI, these centers include:
- Bahay Pag-Asa (A Transition and Rehabilitation Home for Children) in Nabunturan, Davao de Oro;
- Bahay Pag-Asa in New Corella, Davao del Norte;
- Home for the Aged in Tagum City, Davao del Norte;
- Reception Study and Diagnostic Center in Mati City, Davao Oriental
- Co Su Gian Home for the Aged in Davao City, Davao del Sur;
- Crisis Intervention Center (CIC) – Balay Dangupan Center in Davao City, Davao Del Sur;
- Home for Girls and Women in Davao City, Davao del Sur;
- Reception and Study Center for Children (RSCC) in Davao City, Davao del Sur;
- Regional Rehabilitation Center for the Youth (RRCY) in Davao City, Davao del Sur; and
- Sidlakan Women Crisis Center in Davao City, Davao del Sur.
Adoption and Foster Care. The DSWD oversees the process for placing children under foster care or adoption.
Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Program (Kalahi CIDSS-NCDDP). Uplifting the socioeconomic status of participants and building the capacity of local government units (LGUs) are among the goals of this community-based, poverty alleviation program.
Supplementary Feeding Program (SFP). Under this health-related program, children in communities are provided nutritious, supplementary meals in addition to their regular meals.
Disaster Response Management Services. Relief assistance, temporary shelter, and cash-for-work programs are just some of the interventions included in this series of services for families and communities affected by natural or man-made disasters.
Assistance to Individuals In Crisis Situations (AICS). This also involves a range of services for families and communities in crisis. It includes medical assistance, transportation assistance, and more.
Listahanan. Operated by the National Household Targeting System for Poverty Reduction (NHTS-PR), Listahanan is an information management that helps in identifying and locating “the poorest of the poor” families in the country.
Sustainable Livelihood Program (SLP). Involving two main tracks (Micro-enterprise Development and Employment Facilitation), this community-based program generally aims to uplift the socioeconomic status of its participants.

Groundbreaking Ceremony for Multi-Purpose Building
On September 24, 2024, DSWD Field Office XI, through its KALAHI-CIDSS program, held a groundbreaking ceremony for a Multi-Purpose Building in Barangay Pichon Miranda, Island Garden City of Samal (IGACOS), Davao del Norte. The two-storey building, which will be constructed over 120 days, will address the community’s need for gathering and offices where basic services will be provided.
Family Week with 4Ps Families
On September 25, 2024, the Davao del Norte Provincial Local Government held its yearly recognition of Filipino families, which aligns with the 4P’s Search for “Huwarang Pantawid Pamilya” and “4Ps Exemplary Child.” More than 100 families attended the event, which was held at the Bulwagan ng Karunungan, Capitol Compound, Mankilam in Tagum City, Davao del Norte.
DSWD FO 11 Joins Nationwide Earthquake Drill
On September 26, 2024, DSWD Field Office XI, along with its centers and satellite offices, participated in the 3rd Quarter Nationwide Simultaneous Earthquake Drill (NSED). The drill, which was organized by the Disaster Response Management Division (DRMD), aims to remind DSWD personnel and clients how to properly respond when and earthquake occurs.
