DSWD Field Office 10 – Northern Mindanao

One of the country’s administrative regions is Region X, or Northern Mindanao Region. Based on the 2015 census of the Philippine Statistics Authority (PSA), Region 10 (X) is the second-most populated region in Mindanao, and the eight-most populated region nationwide.

Just like in other regions, the Department of Social Welfare and Development (DSWD) operates a field office in Northern Mindanao. The DSWD is the department of the Philippine government that is mandated to protect and promote the rights and welfare of Filipinos.

Location of DSWD Field Office X – Northern Mindanao

DSWD Field Office X is located in Upper Carmen, Masterson Ave., Cagayan de Oro (CDO), Misamis Oriental. Notably, CDO is the largest city and serves as the regional center of Northern Mindanao.

Cities/Municipalities Under DSWD Field Office X – Northern Mindanao

Region X or Northern Mindanao is comprised of five provinces: Bukidnon, Lanao del Norte, Misamis Occidental, Misamis Oriental, and Camiguin.

Bukidnon province has 20 municipalities and two cities: Valencia and Malaybalay, which serves as the provincial capital.

Meanwhile, the province of Lanao del Norte is made up of 22 municipalities, with Tubod as the provincial capital. Notably, the highly urbanized city of Iligan is geographically situated in Lanao del Norte, but it administers itself independently from the province.

As for Misamis Occidental, it has 14 municipalities and three cities: Ozamiz, Tangub, and Oroquieta (provincial capital). On the other hand, Misamis Oriental consists of 23 municipalities and three cities: El Salvador, Gingoog, and Cagayan de Oro (provincial capital).

Finally, the island province of Camiguin is comprised of five municipalities, with Mambajao as the provincial capital.

Key Programs and Services

DSWD Field Office X carries out the various programs of the department, including the following:

Pantawid Pamilyang Pilipino Program (4Ps). As the flagship anti-poverty program of the Philippine government, the 4Ps provides low-income families with conditional cash transfers in the form of educational grants, health grants, rice subsidies, and other benefits.

Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Program (Kalahi CIDSS-NCDDP). This community-based program not only aims to improve the socioeconomic status of the poor, but also to build the capacity of local government units (LGUs) and other stakeholders.

Adoption and Foster Care. The process of placing children under foster care or adoption is managed by the DSWD.

Recovery and Reintegration Program for Trafficked Persons (RRPTP). This involves a package of programs and services provides to victims of human trafficking. It includes emergency shelter, basic services, health services, legal assistance, and other interventions.

Center and Residential Care Facilities. Street children, recovering drug users, victims of domestic violence, and other vulnerable sectors can find help in centers and care facilities managed (or accredited) by the DSWD. In Region X, these facilities include:

  • Camiguin Youth Welfare Home in Mambajao, Camiguin;
  • Bahay Pag-Asa in Misamis Occidental;
  • Home for Girls in Carmen, Cagayan de Oro City;
  • Reception and Study Center for Children (RSCC) in Carmen, Cagayan de Oro City;
  • Regional Haven for Women in Upper Carmen, Cagayan de Oro City; and
  • Regional Rehabilitation Center for the Youth (RRCY) in Gingoog City, Misamis Oriental.

Disaster Response Management Services. These are services given to families and communities affected by natural calamities or man-made disasters. These include emergency shelter, relief assistance, cash-for-work programs, and other services.

Listahanan. In order to help identify “the poorest of the poor” in the country, Listahanan was created. It is operated by the National Household Targeting System for Poverty Reduction (NHTS-PR).

Supplementary Feeding Program (SFP). To help ensure their optimum health and weight, this program provides supplementary meals to children in communities, in addition to their regular meals.

Sustainable Livelihood Program (SLP). Involving two tracks, Employment Facilitation (EF) and Micro-enterprise Development (MD), this community-based program seeks to uplift the socioeconomic status and build the capacity of its participants.

Assistance to Individuals In Crisis Situations (AICS). This is a range of services catering to individuals, families, and communities in various crisis situations. It includes basic services, transportation assistance, medical assistance, and other services.

DSWD FO 10 Joins “Handog ng Pangulo” Event

On September 13, 2024, DSWD Field Office X joined the “Handog ng Pangulo: Serbisyong Tapat Para sa Lahat” presidential caravan. As of 3 p.m. that day, some 11,137 beneficiaries received cash assistance of PHP 5,000 each. Aside from the DSWD, other national government agencies joined the event, as well.

SLP Partners Conduct Various Capability Trainings

A Facebook post last September 19, 2024 stated that partners of the Sustainable Livelihood Program (SLP) – Lanao del Norte conducted various trainings for program participants in Barangay Dalipuga, Iligan City.

St. Peter’s College, through Atty. Arence Zalsos, led the training on Simple Bookkeeping, and also revisited the Constitution and By-laws (CBL) of the Dalipuga Womenpreneur SLPA. Meanwhile Cebuana Lhuillier – Iligan conducted training on Financial Literacy as well as an orientation on MicroSavings.

DSWD FO 10 Finishes “Tara, Basa!” Program

After successfully implementing the “Tara, Basa” Tutoring Program from July 1-26, 2024, DSWD Field Office X officially wrapped up the program in Taraka, Lanao del Sur last September 18, 2024.

During the event, 43 tutors and 15 Youth Development Workers from Mindanao State University (MSU) – Main Campus received recognition for conducting learning sessions for grade schoolers and their parents. Likewise, learners were given medals for their improvement, and parents were recognized, as well.
