“To protect and promote the rights and welfare of Filipinos.” This is the primary aim of the Department of Social Welfare and Development (DSWD). The agency has offices all over the Philippines, including field offices in every region of the country.
One of the DSWD’s field offices is located in Region IVA, which is more popularly known as “CALABARZON.” Sometimes called the “Southern Tagalog” region, it is the most populated region in the Philippines, with more than 16 million people as of 2020.

Location of DSWD Field Office IVA – CALABARZON
DSWD Field Office IVA is located in Alabang, Muntinlupa City. It also has Social Welfare and Development (SWAD) offices in these locations: Batangas City, Batangas; Bacoor City, Cavite; Santa Cruz, Laguna; Lucena City, Quezon; and Antipolo City, Rizal.
In addition, DSWD Field Office IVA has satellite offices in Montalban and Tanay, Rizal; Tanauan City and Balayan in Batangas; and also in Lopez, Quezon.
Cities/Municipalities Under DSWD Field Office IVA – CALABARZON
DSWD Field Office IVA covers the Southern Tagalog region, which is comprised of five provinces that form the acronym CALABARZON: Cavite, Laguna, Batangas, Rizal, and Quezon.
The province of Cavite has 15 municipalities and eight cities: Bacoor, Carmona, Cavite City, Dasmariñas, General Trias, Imus, Tagaytay, and Trece Martires. Meanwhile, Laguna province is made up of 24 municipalities and six cities: Biñan, Cabuyao, Calamba, San Pablo City, San Pedro, and Santa Rosa.
Batangas is comprised of 29 municipalities and five cities: Batangas City, Calaca, Lipa, Santo Tomas, and Tanauan. On the other hand, Rizal province has 13 municipalities and one city, Antipolo.
In terms of land area, the biggest province in the region is Quezon. It is made up of 39 municipalities, one component city (Tayabas), and one highly urbanized city (Lucena).
Key Programs and Services
Just like other DSWD offices in different regions, DSWD Field Office IVA carries out the department’s flagship programs, including:
Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Program (Kalahi CIDSS-NCDDP). A community-based, poverty alleviation initiative, this program seeks to improve the socioeconomic status of the poor, while enhancing the local government unit’s (LGU) capacity at the same time.
Center and Residential Care Facilities. These include facilities that cater to victims of domestic violence, recovering drug users, persons with disabilities (PWDs), and other vulnerable sectors.
In Region IVA, these DSWD-accredited facilities include:
- Home for Women and Children – Calauan, Laguna;
- Reception and Action Center for Boys – Lucena City, Quezon;
- Girls Crisis Center – Lucena City, Quezon;
- Batangas Bahay Pag-Asa – Bolbok, Batangas; and
- Rehabilitation and Care for Youth Center – Tanay, Rizal
Adoption and Foster Care. DSWD is in charge of placing children under foster care or adoption, depending on the case.
Assistance to Individuals In Crisis Situations (AICS). This includes a series of interventions given to individuals and families in crisis. It comes in the form of educational, health, transportation, and other types of assistance.
Disaster Response Management Services. These include relief assistance, emergency shelter, cash-for-work, and other interventions provided to families and communities affected by natural calamities or man-made emergencies.
Recovery and Reintegration Program for Trafficked Persons (RRPTP). This is an extensive package of interventions given to victims of human trafficking. It includes basic social services, temporary shelter, legal services, livelihood assistance, and more.
Pantawid Pamilyang Pilipino Program (4Ps). As the flagship anti-poverty program of the Philippine government, this program provides conditional cash transfers to the “poorest of the poor.”
Listahanan. This is an information management system used in identifying the poorest households in the country. It is operated by the National Household Targeting System for Poverty Reduction (NHTS-PR).
Supplementary Feeding Program (SFP). As the term implies, this program provides nutritious meals to children who have been found to be underweight or malnourished.
Sustainable Livelihood Program. This is another community-based program that aims to build the capacity and improve the socioeconomic status of select participants.

Food Packs Given to Families Affected by Oil Spill
From August 8 to 10, 2024, DSWD Field Office IVA distributed PHP 10.2 million worth of Family Food Packs (FFPs) to 14,451 families in Cavite who were affected by the Bataan oil spill. These families reside in the coastal areas of Cavite City and other municipalities: Maragondon, Ternate, Naic, Tanza, Kawit, and Noveleta.
Due to the oil spill, fishing — which is the main source of food and livelihood for these families — has been banned temporarily. Hence, FFPs were given in coordination with the Cavite Provincial Government and LGUs, to support the families’ basic needs.

Reservoir Completed as Part of Project LAWA and BINHI
In Taysan, Batangas, residents have completed a small farm reservoir and community garden projects under the Local Adaptation to Water Access (LAWA) and Breaking Insufficiency Through Nutritious Harvest for the Impoverished (BINHI) project.
Project LAWA and BINHI empowers people to address water and food insufficiency problems in their communities. As part of their participation in the project, 146 residents from nine barangays in Taysan received PHP 9,400 each, as well.

176 Families Graduate from 4Ps Program
In Antipolo City, 176 families “graduated” from the 4Ps program on August 20, 2024. These are the families that have become self-sufficient after several years as beneficiaries of the program.
The families have been formally endorsed by DSWD Field Office IVA to the local government, which, in turn, will continue to provide them with scholarship programs and other types of support services.
