The National Capital Region (NCR) spans the largest metropolitan area in the Philippines. It is also known as Metropolitan Manila, or simply “Metro Manila.” NCR includes 16 highly urbanized cities and one independent municipality. With a population of almost 13.5 million people as of 2020, it is the most densely populated region in the country, and the second most populous (after CALABARZON).
As the center of the country’s government, most national offices are headquartered in the NCR. In fact, the central office of the Department of Social Welfare and Development (DSWD) is located here, in Quezon City. That being said, the department also has a regional office in the City of Manila: DSWD Field Office NCR.

DSWD Field Office NCR is located in Sampaloc, Manila. There is also a Crisis Intervention Section (CIS) situated there.

DSWD Field Office NCR covers the 16 highly urbanized cities in the region: Manila (the capital city), Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, Quezon City, San Juan, Taguig, and Valenzuela. The region also one independent municipality, Pateros.
Key Programs and Services
DSWD’s initiatives are implemented through all of its regional offices, including Field Office NCR. Here’s an overview of the agency’s key programs and services:
Listahanan. The National Household Targeting System for Poverty Reduction (NHTS-PR) operates “Listahanan,” an information management system that identifies and locates the “poorest of the poor” households in the country.
Assistance to Individuals In Crisis Situations (AICS). Given to individuals, families, and communities in crisis, AICS provides different types of assistance in times of emergencies.
Center and Residential Care Facilities. These facilities cater to the needs of street children, troubled youth, victims of domestic violence, abandoned senior citizens, and other vulnerable sectors. Here’s a list of such facilities in the NCR:
- Bahay Pag-Asa (Makati Youth Home) — Makati City;
- Bahay Pag-Asa ng Valenzuela — Valenzuela City
- Bahay Pag-Asa Youth Development Center — Mandaluyong City;
- Elsie Gaches Village — Muntinlupa City;
- Golden Reception and Action Center for the Elderly and Special Cases (GRACES) — Quezon City;
- Haven for Women — Muntinlupa City;
- Inang Naulila sa Anak (INA) Healing Center — Quezon City;
- Jose Fabella Center — Mandaluyong City;
- Makati Social Development Center — Makati City;
- Molave Youth Home (Bahay Pag-Asa) — Quezon City;
- National Training School for Girls – Marilac Hills — Muntinlupa City;
- National Vocational Rehabilitation Center — Quezon City;
- Navotas City Bahay Pag-Asa — Navotas City;
- Nayon ng Kabataan — Mandaluyong City;
- Reception and Study Center for Children (RSCC) — Quezon City;
- Rehabilitation Sheltered Workshop (RSW) — Quezon City;
- Sagip ng Muntinlupa — Muntinlupa City;
- Sanctuary Center — Mandaluyong City;
- San Juan City Bahay Pag-Asa — San Juan City;
- Social Development Center (SDC) — Pasay City;
- Social Development Center – Tahanang Mapagkalinga — Caloocan City; and
- Women Wellness and Crisis Center — Parañaque City.
Disaster Response Management Services. Emergency shelter, relief goods, and cash-for-work programs are provided by the DSWD to families and communities affected by natural and man-made disasters.
Pantawid Pamilyang Pilipino Program (4Ps). Catering to low-income families, this conditional cash transfer program aims to help by providing educational grants, health grants, and other services.
Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Program (Kalahi CIDSS-NCDDP). Designed to help improve the socioeconomic status of the poor, this community-based, poverty alleviation program also seeks to build the capacity of local government units (LGUs).
Supplementary Feeding Program (SFP). This program provides children in communities with supplementary and nutritious meals, in addition to their regular meals.
Sustainable Livelihood Program (SLP). This community-based program also aims to improve the socioeconomic status of the poor, while building their capacities. It involves two main tracks: Employment Facilitation and Micro-enterprise Development.
Adoption and Foster Care. The process of placing children under foster care or adoption are managed by the DSWD.
Recovery and Reintegration Program for Trafficked Persons (RRPTP). This program provides victims of human trafficking with a range of services, including emergency shelter, medical assistance, counseling, legal assistance, and more.

4Ps Youth Join Career Development Support Program
On September 19, 2024, more than 400 youth from 4Ps-NCR joined the Career Development Support Program, which was launched by the Department of Labor and Employment (DOLE) in Mandaluyong.
The program sought to guide the youth with regard to choosing the best course for them, based on their skills, talents, and inclinations.

AKAP Beneficiaries in Quezon City Receive Payout
September 21, 2024 — 2500 Ayuda sa Kapos ang Kita Program (AKAP) beneficiaries from Barangays Central and Cold Capitol of District !V, Quezon City received their payout worth PHP 2,000 each. Simultaneous payouts were also carried out in Quezon City Districts 3 and 5, Marikina, and Valenzuela.
AKAP seeks to support minimum-wage earners and low-income workers who are affected by rising inflation and the increasing costs of basic commodities.

DSWD FO NCR Joins Lab for All Caravan in Pasig
DSWD Field Office NCR joined the Lab for All Caravan held last October 4, 2024 at Rizal High School, Pasig City.
Led by President Ferdinand Marcos Jr. and First Lady Maria Louise “Liza” Araneta-Marcos, the event involves different government agencies, providing free medical laboratory examinations, consultations, medicines, and other services.
