Protecting the rights and welfare of every Filipino, along with promoting social development, is the responsibility of the Department of Social Welfare and Development (DSWD). To achieve this goal, the agency has established offices all over the country.
One of these offices is DSWD Field Office VII, which is located in Central Visayas. This region has only two provinces — the fewest number of provinces out of any region in the Philippines. With more than 6.5 million residents, however, Central Visayas happens to be the most populated region in the Visayas group of islands.
Location of DSWD Field Office VII – Central Visayas
DSWD Field Office VII is situated in Cebu City, the provincial capital of Cebu. There are Social Welfare and Development (SWAD) Teams assigned in Bohol and Cebu provinces, as well.
Cities/Municipalities Under DSWD Field Office VII – Central Visayas
The Central Visayas Region has two provinces: Cebu and Bohol. Cebu is made up of 44 municipalities. It is also home to three highly urbanized cities: Cebu City, Mandaue City, and Lapu-Lapu City. The province also has six component cities: Naga, Talisay, Danao, Carcar, Bogo, and Toledo.
On the other hand, the island province of Bohol has 47 municipalities. Its provincial capital and component city is Tagbilaran City.
Key Programs and Services
The DSWD implements several programs and services through its regional or field offices. Among these are the following:
Disaster Response Management Services. In times of calamities such as typhoons, floods, or earthquakes — the DSWD provides relief assistance, emergency shelter, cash-for-work, and other services to affected communities.
Recovery and Reintegration Program for Trafficked Persons (RRPTP). Victims of human trafficking and exploitation are given temporary shelter, basic services, medical services, legal services, and other interventions by the DSWD.
Pantawid Pamilyang Pilipino Program (4Ps). This is the flagship anti-poverty program of the Philippine government. It provides educational grants, health grants, rice subsidies, and other services to “the poorest of the poor” families.
Listahanan. Operated by the National Household Targeting System for Poverty Reduction (NHTS-PR), Listahanan is an information management system used in identifying impoverished households.
Supplementary Feeding Program (SFP). Through this program, nutritious meals are given to young children, particularly those who have been identified as underweight or malnourished.
Sustainable Livelihood Program (SLP). This is community-based program designed to uplift people’s socioeconomic status and built their capacity. The program involves two tracks: Micro-enterprise Development and Employment Facilitation.
Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Program (Kalahi CIDSS-NCDDP). Also a community-based program, Kalahi CIDSS-NCDPP aims to improve the socioeconomic status of its participants, while building the capacity of local government units (LGUs) at the same time.
Center and Residential Care Facilities. The field office has established facilities for the youth, victims of gender based violence, and other vunerable sectors. The following facilities are situated in various locations within Cebu City:
- Reception and Study Center for Children (RSCC);
- Home for Girls;
- Regional Rehabilitation Center for the Youth (RRCY);
- DSWD Regional Haven (Haven for Women); and
- Area Vocational Rehabilitation Center (AVRC II).
Adoption and Foster Care. DSWD oversees the processes for placing children under foster care or adoption.
Assistance to Individuals In Crisis Situations (AICS). This involves a range of services provided to individuals and families in crisis. It includes transportation assistance, medical assistance, livelihood assistance, and other interventions.

Kalahi-CIDSS Celebrates Turnover of Barangay Health Station
The Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) of DSWD Field Office VII celebrated the turnover of a barangay health station at Sitio Paliran, Barangay Pinucauan, Vallehermoso, Negros Oriental on September 5, 2024.
The event was attended by Municipal Mayor Hon. Mariane S. Gustilo, Municipal SB Members, Barangay Chairman Hon. Danilo Salmo, Barangay Council Members, and Community Development Officer III Rolie Alderite.
Beneficiaries Attend Nutrition Education Session
Beneficiaries of Walang Gutom 2027: Food Stamp Program (FSP) in Amlan, Mabinay, and Siaton, Negros Oriental recently attended their first Nutrition Education Session, which will be done monthly.
During the session, beneficiaries learned about the basic food groups and their role in maintaining a healthy diet. As part of the program, they will also receive Electronic Benefit Transfer (EBT) cards containing PHP 3,000 per month, to be used for purchasing food from DSWD-accredited partner retailers.
DSWD FO7 Prepares for Mt. Kanlaon Eruption, Conducts Evacuation
Amid the danger posed by the threat of Mt. Kanlaon, DSWD Field Office VII is ready to help the Canlaon LGU with regards to disaster response and relief operations.
The office is also overseeing the preemptive evacuation of residents in Canlaon City. As of 10:00 pm on Tuesday, September 10, 2024, some 88 families or 248 individuals have been placed in three public high schools, which serve as their temporary shelter.
