Tasked with the responsibility of promoting and protecting the social welfare and rights of Filipinos, the Department of Social Welfare and Development (DSWD) plays a huge role in our country’s overall progress. It carries out various programs on health, education, livelihood, poverty reduction, and many more.
With a central office in Quezon City, the DSWD has field offices located all over the Philippines. One of these is DSWD Field Office II, which is situated in Cagayan Valley, a region in the northeastern part of the country.
Location of DSWD Field Office II – Cagayan Valley Region
DSWD Field Office II can be found in Tuguegarao City, in the province of Cagayan. The office is located in the Regional Government Center there.
Cities/Municipalities Under DSWD Field Office II – Cagayan Valley Region
As the name suggests, DSWD Field Office II covers the five provinces that comprise the Cagayan Valley Region: Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino.
Batanes, situated in the northernmost part of the country, consists of six municipalities; its capital is Basco. Likewise, Quirino also has six municipalities, with Cabarroguis as the provincial capital.
The province of Nueva Vizcaya consists of 15 municipalities, with Bayombong as the provincial capital; whereas Cagayan has 28 municipalities and one city, Tuguegarao.
Meanwhile, the biggest and most populated province in the region is Isabela, with 34 municipalities and three cities: Cauayan, Ilagan, and Santiago.
Key Programs and Services
Just like other field offices of the agency, DSWD Field Office II provides the following programs and services:
Listahanan. Operated by the National Household Targeting System for Poverty Reduction (NHTS-PR), Listahanan is an information management system that identifies the poorest or low-income households in the country.
Supplemental Feeding Program (SFP). A program for undernourished or malnourished kids, this program provides them with nutritious food in addition to regular meals.
Sustainable Livelihood Program (SLP). This is a community-based program that aims to uplift the socioeconomic status of participants.
Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community-Driven Development Program (Kalahi CIDSS-NCDDP). Also community-based, this program seeks to improve the socioeconomic status of its beneficiaries, while building the capacity of local government units (LGUs) and stakeholders, as well.
Center and Residential Care Facilities. These include facilities that offer programs and services for vulnerable sectors. In Region II. The DSWD-accredited facilities include the following:
- Balai Namnama (Center for Youth) in Santiago City, Isabela;
Isabela School for the Deaf in Ilagan, Isabela; - Lingap Center in Ilagan, Isabela;
- Women and Children Protection Center in Ilagan, Isabela;
- Bahay Pag-asa Center (Transition and Rehabilitation Home for Disadvantaged Children) in Cauayan City, Isabela; and
- Silid Kanlungan Drop-in Center in Cabarroguis, Quirino Province.
Adoption and Foster Care. The process for placing children under foster care, along with the adoption process, is handled by the DSWD.
Assistance to Individuals In Crisis Situations (AICS). This is a series of interventions (e.g. medical, educational, transportation, etc.) that is given to families and individuals in crisis situations.
Disaster Response Management Services. DSWD provides relief assistance, emergency shelter assistance, cash-for-work, and other interventions during times of natural or man-made emergencies.
Recovery and Reintegration Program for Trafficked Persons (RRPTP). This is a comprehensive program catering to the needs of victims of human trafficking, exploitation, and similar cases.
Pantawid Pamilyang Pilipino Program (4Ps). This is the flagship poverty reduction program of the DSWD, providing educational grants, health grants, and other types of assistance to the “poorest of the poor.”

Social Pension Distributed in Iguig, Cagayan
Some 1,923 indigent senior citizens received their social pensions at Iguig, Cagayan from August 6 to 9, 2024. They received PHP 3,000 each — their pensions for the months of July to September.
According to one of the beneficiaries, 86-year-old Gregoria Aquino, she had been waiting for her stipend for a long time. She will use it for buying basic commodities.
“Igatang ko iti bagas, masida ken amin nga kayat ko nga kanen. Isu nga agyamyaman nak ta immay dakami man inikkan iti kwartan (I will buy rice, viand, and other foods that I want to eat. So I am thankful that you came here to give us our pension),” she said.
4Ps Graduation Held in Bayombong, Nueva Vizcaya
On August 16, 2024, DSWD Field Office II held a graduation ceremony for 100 4Ps beneficiaries in Bayombong, Nueva Vizcaya.
In his message, Assistant Regional Director for Operations shared that the beneficiaries’ success was made possible through their hard work and diligence. Notably, each “graduate” family will also receive financial assistance from the local government, under the leadership of Mayor Antonio Serio Bagasao.
Harvest of Project LAWA and BINHI in Aglipay, Quirino
The first ever harvest of vegetables in the communal garden under Project LAWA and BINHI was held in Aglipay, Quirino. The partner-beneficiaries harvested 17 kilos of okra, five kilos of eggplant, and one kilo each of ampalaya, patola, and ampalaya leaves.
According to the president of the association involved, most of the harvest was distributed among their members and neighbors who were in need. The remaining vegetables were sold, and the proceeds will be used for buying new seedlings.
