DSWD i-Registro Self-Service Social Registry for 4Ps Beneficiaries

The Department of Social Welfare and Development (DSWD) has recently opened a new digital platform for beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). The i-Registro Dynamic Social Registry (DSR) has been available since December 6, 2024.

The i-Registro platform was launched as preparation for the First 1,000 Days (F1KD), a conditional cash grant for 4Ps household-beneficiaries with pregnant and/or lactating mothers who are nursing children ages 0-2 years old. Starting January 2025, The F1KD initiative will be implemented across the Philippines.

DSWD Opens i-Registro Platform for Beneficiaries

i-Registro will hasten the process of updating the profiles of pregnant and/or lactating women and children in 4Ps households.

“This digital platform will enable beneficiaries to update the information of pregnant women and children aged 0 to 2 years for (the) F1KD conditional cash grant,” National Household Targeting Office (NHTO) Director Jimmy Francis Schuck II stated in a press release, as cited by the Philippine News Agency.

According to Schuck, i-Registro will support the nationwide implementation of the F1KD conditional cash grant, which aims to encouraged “health-seeking behaviors” among pregnant and lactating mothers in 4Ps households.

Objectives of i-Registro

The NHTO director also mentioned i-Registro’s objectives, as follows:

  • To streamline the delivery of social protection services;
  • To standardize targeting systems; and
  • To facilitate information exchange and interoperability with other social protection program databases.

Moreover, Schuck explained that i-Registro will enable the DSWD to observe and analyze the various needs of its beneficiaries in a timely manner. This way, the agency can better enhance programs and design interventions that address those needs.

“The i-Registro also ensures ease of access by everyone, especially the disadvantaged Filipinos, to a simplified, integrated, and more efficient delivery of social services,” the NHTO director added.

Beneficiaries of i-Registro

At present, since the DSWD is preparing for the nationwide implementation of F1KD, the target beneficiaries of i-Registro include active 4Ps members who are:

  • Pregnant woman who is head of the household, or wife/partner of the head of the household;
  • Pregnant woman who is the daughter, daughter-in-law, or granddaughter of the head of the household, currently residing in the same household; and
  • Child age 0-2 years old who is the child or grandchild of the head of the household, currently residing in the same household.

In addition, to qualify for i-Registro online registration, the active 4Ps member must: (a) be at least 18 years old; (b) have a PhilSys/National or ePhil ID; (c) have a mobile device; and (d) have access to the Internet, with a clear signal.

Functions of i-Registro

As for the i-Registro’s functions, NHTO Director Jimmy Francis Schuck II said that using this platform, 4Ps beneficiaries can easily update their profiles from the comfort of their homes. Those who have mobile devices and Internet access can use i-Registro to upload supporting documents. Within a matter of minutes, they will receive text or email notifications about the status of their updates.

Furthermore, using i-Registro, 4Ps beneficiaries will be able to connect with the Philippine National Identification System (PhilSys) as well as the 4Ps database, without having to go through the traditional “pen and paper” process of updating their profiles.

How to Register and Update with i-Registro

Here is a step-by-step guide to using the i-Registro platform:

  1. Using a mobile device, go to the i-Registro official website.
  2. Choose a preferred language (i.e. English, Filipino). You will also be asked to prepared the following documents needed for the registration: document or medical certificate confirming pregnancy, vaccination booklet (for children ages 0 to 2 years old), Nanay and Baby Book, and birth certificate.
  3. Click “Continue” to declare your consent to the DSWD to use and collect your information for the purpose of i-Registro registration.
  4. On the next page, enter your full name and date of birth, then click “Continue.”
  5. You will then be asked to take a “selfie” for the database. When taking a selfie, make sure that the lighting is clear, your face is clearly shown, and there are no other people in the picture. Click the “Capture Image” button.
  6. Wait for a few seconds as the system authenticates your data and image. When the screen shows “Authentication Successful), you can proceed to the next step, which is updating your profile.
  7. To update your profile, click the “Update Member Information” button.
  8. For pregnant women, click “Update Household Member Pregnancy Information” (for pregnant members). Enter the necessary data, then click “Submit Update” to upload the new information.
  9. For children ages 0-2 years old, click “Newborn (0-2 years old)” and “Add Newborn (0-2 years old),” then provide the necessary details. Click “Submit Update” to upload the new information.
  10. Wait for the text/email from DSWD as confirmation that i-Registro has received your update(s).

Once your profile update has been approved, or if additional verification is required, you will receive a new text/email. In the meantime, you can also go to i-Registro and click “Update History” to monitor the status of your update.

Reminder About i-Registro

Currently, 4Ps beneficiaries who would like to update their information can do so manually (using paper forms) or digitally through the i-Registro website.

However, updating 4Ps information using both methods is discouraged, as this could lead to duplicate records.

Meanwhile, for 4Ps beneficiaries who are living in areas without Internet access, the NHTO is developing an offline version (e.g. i-Registro kiosk), so that they can still update their profiles easily.

More About the i-Registro

Based on a report by the Philippine News Agency, DSWD’s NHTO conducted a test run of i-Registro last September 2024. The platform was piloted in the following areas: Floridablanca in Pampanga; Pateros in Metro Manila; and Cordova in Cebu.

NHTO Director Schuck shared that during the test run, i-Registro web portals were deployed in the pilot areas. Around 2,786 pregnant and lactating mothers registered during the test run, through on-site, house-to-house, and direct self-access.

More recently, based on a Facebook post by DSWD i-Registro, an orientation and live demonstration was held last December 5, 2024, at the 4Ps Regional Program Management Office in Santa Mesa, Manila. It was attended by 4Ps Parent Leaders and members of the Samahan ng Nagkakaisang Pamilya ng Pantawid (SNPP).

The activity aimed to each 4Ps members how to register and update the profiles of members who are pregnant and/or lactating with children 0-2 years old using the i-Registro platform.

Final Thoughts

In line with the current administration’s aim of “digitizing” government processes, the i-Registro is an innovative platform, indeed. It will surely enable the DSWD and other agencies to better address the various needs of program beneficiaries.
